[snmp-announce] Patch for SNMP stack v5.0

Dear all,

The first bug on version 5_0 has been reported (unfortunately).

The current version throws an IllegalArgumentException when no
authentication or privacy password is set in SnmpContextv3Pool,
regardless of whether authentication or privacy is used.
The problem doesn't appear in SnmpContextv3.

We'll wait until more bugs have been reported before wrapping up a new
release.
